No, it's still noticably better even in lower levelled raids. It would be ridiculous if this changed it to be worse than rapier given that the raid is literally designed so that fang is good in it. They didn't nerf fang so much as fix it back to where they intended it to be, which is better than rapier at bosses.

But a whip is almost just as good as the rapier. The fang will give you a better weapon for bosses. Fang matches or beats rapier on any target with 30 def or higher.
